According to TNG tech manual, the plan was to replace the Oberth with the Galaxy. First off that makes me wonder why they even bothered building the Nova. DarkOmen excellent response. The Galaxy Class appears to agree with DarkOmen's answer. The Galaxy was launched in 2357 and not commissioned in 2362.
